Currently Not Collectible (CNC) Procedure

CNC — internally 'Status 53' — is the IRS's hardship pause. When the taxpayer's allowable expenses meet or exceed income, the IRS suspends active collection. Critically, the 10-year Collection Statute Expiration Date (CSED) keeps running while in CNC.

What happens once in CNC

Active collection stops — no wage or bank levies. Refunds are still applied to the balance. The NFTL may be filed or remain filed. The account is reviewed periodically (typically every 12–24 months) when income indicators change.

CNC + CSED = de facto settlement

For taxpayers who stay in genuine hardship, the CSED (10 years from assessment) can expire while the account is in CNC, extinguishing the debt without a formal OIC. This is a strategic pathway when RCP is genuinely near zero.
