What "Fresh Start" actually is
Beginning in 2011 and expanded in 2012, the IRS raised the dollar threshold at which it normally files a Notice of Federal Tax Lien, widened streamlined installment agreements so more taxpayers could resolve balances without a full financial disclosure, and loosened how future income is calculated inside the Offer in Compromise formula. That is the whole of it. There is no separate "Fresh Start" form, no enrollment deadline, and no application that a company can file on your behalf as a stand-alone product. When an advertisement urges you to call before the program 'expires,' it is describing something that does not exist.
