What ACS can and cannot do

ACS employees can grant installment agreements up to Streamlined IA thresholds (currently $50K aggregate assessed balance, 72 months), place accounts into CNC based on Form 433-F, and issue levy releases. They generally cannot approve Offers in Compromise, complex Partial-Pay IAs, or lien subordinations — those escalate elsewhere.

Cases move off ACS when balance thresholds or complexity trigger field assignment, or when an OIC is filed (routes to a COIC unit). For most taxpayers, resolving on ACS is faster than escalation.

How long are ACS hold times?

Wait times average 45–90 minutes and spike during filing season. Practitioner Priority Service (866-860-4259) is faster if you hold a valid Form 2848.

Can ACS release a wage or bank levy on the phone?

Yes. An ACS representative can issue Form 668-D (Release of Levy) the same call once an installment agreement, CNC, or economic-hardship showing is documented.

Will ACS accept a Partial-Pay Installment Agreement?

Generally no — PPIAs require full Form 433-A substantiation and typically get routed to a specialized unit or field RO for review, not ACS.
